Dave Williams: President
Dave Williams’ unique background has placed in him a passion to work with at-risk and homeless youth. He has actually experienced what many of these youth are currently in the middle of, whether it be time living on the streets, abusive and/or difficult adoption and foster experiences, or other struggles that no child should have to face. At the age of 19, Dave accepted Christ as the only way to permanently heal his wounds, and has found his mission in ministering and aiding other struggling youth in whatever ways he can.With the support of his wife, Cynthia, and his children, Grace and Jack, Dave is able to partner with various ministries that help him accomplish that goal. Along with serving as an Executive Director at Hosea Youth Services since 2012, Dave serves as the Youth Pastor at University Fellowship Church and as an Advisor for Agape Youth, which ministers to children and youth with incarcerated parents. In the summer of 2012, he started a business called Youthweb with Ken Harvey, with the purpose of giving the youth at Hosea an opportunity for employment in a cleaning partnership with Bell Real Estate.Dave firmly believes in the power of positive relationships, and is constantly working on opportunities to provide those relationships in the lives of at-risk youth.
Andy Papendieck: Chairman of the Board
Andy has been an investment advisor in the Eugene area for the past 32 years. He was a senior vice president of a large national investment firm prior to his current role as an owner and wealth manager with Sheppard Wealth Management. Andy currently serves as board president of Agape Youth Services, a non- profit that seeks to bring hope and healing to Oregon children and families impacted by incarceration. He is the founder and director of Genesis Reintegration Program, (G.R.I.P.) a support program for men in transition out of prison. Andy also volunteers with Oregon Prison Ministries to help inmates develop a life of meaning and purpose inside prison walls. Andy is deeply rooted in the Eugene community having lived there the past 44 years. He and his wife Heather have a history of advocating for children, as both foster and adoptive parents. They have seven adult children and six grandchildren.
Devon Allen: Chief Financial Officer
Devon graduated with a B.S. in Mathematics from University of California Riverside in 2010. Since that time she has worked in a variety of fashions to support a number of non-profits and small businesses in Lane County. Her work with them includes bookkeeping, grant writing, payroll, marketing, cash flow planning, administrative support and other areas that these businesses might struggle to hire a full-time staff member for. Though she now works remotely from Yucaipa, California where her husband, Jeff, serves as an Associate Pastor, her heart to serve the needs of the at-risk and underserved populations of Lane County has remained. She is excited at the opportunity that the Lane Leadership Foundation offers to bring the organizations and resources of Lane County together to meet the needs of its people.
Karri Tinnes: Chief Advancement Officer
Karri was born and raised in Bend, Oregon and moved to Corvallis to complete her B.S. in Public Health from Oregon State University in 2010. After graduating Karri chose to make Lane County her permanent home and started working for a few non-profits in the area. She first started with Hosea Youth Services and officially came on staff as the Volunteer Coordinator in January 2014. During that time she also worked for Agape as the Program Coordinator. Karri then worked for two years as the Client Service Manager for a local Financial Advisor before being called to commit to Hosea full-time as their Director of Operations. Over the last year, alongside Hosea, Karri has been focused on outside consulting for local non-profits and churches in leadership development, specifically in project management. With the support of her husband, Tyson, and their son, Tucker Jon, she is excited for the opportunity to be a part of an organization that seeks to provide support and stability to individuals and organizations to build the overall capacity of Lane County.
Joshua Frank: Chief Project Developer
Josh was born in Eugene, Oregon, and has been attending the U of O since September, 2015. Josh has been involved with Hosea since September of 2016 and has been overseeing the development of several Hosea programs. Josh accepted Christ at an early age and rededicated his life to Him in high school. Josh has found his work at Hosea to be a great way to serve the Lord and better Lane County. Josh is extremely excited to see Lane Leadership take off because he believes it will allow for a more streamlined method of serving those in need who are living in Lane county.
Justine Maeda: Director of Executive Operations
Justine came to the University of Oregon in 2010 and has been living in Eugene for the past seven years. In 2015, Justine began working for Youthweb and had the opportunity to do administrative work for a construction business and a couple of local non-profits. Through the unique opportunity of working with both for-profit and non-profit organizations, Justine has had a chance to see the way they can work together in order to better meet the needs of Lane County. Justine is excited to join the Lane Leadership Foundation team because she has seen the value in building a bridge between needs and resources and how a collaborate effort can have a much bigger impact.
